Reasons for Growth
The Montenegrin Government realized early on that a strong tourism business is key to the successful and sustainable development of the
country. Therefore, it has taken measures to create incentives both for developers and investors in property and to regenerate and prepare
the country for increased upscale tourism. The first steps taken were the privatization of former state owned hotels and other tourism assets,
the adoption of the Open Skies Policy to enable more flights into Montenegro, the creation of the special 7% VAT rate for tourism, the
right for investors to repatriate all earnings from tourism, and attractive terms available to tourism investors for borrowing. Meanwhile, the
government, along with the National Organisation of Tourism has worked to diversify tourism over all four seasons and has also created
several advertising and promotional campaigns worldwide in order to reintroduce Montenegro to the world. Each season, major rock bands
are contracted in order to attract crowds, such as the Rolling Stones in 2007 and Madonna in 2008.
The government is committed to increasing tourism with these and other programmes, and it is also committed to investing money to ensure
the country is up to standard in public works in order to keep up with the increased level of visitors and traffic. It has already spent in excess of
€250 million to upgrade airports, improve roads, border crossings and utilities. It has worked with the private sector and over €350 million has
been spent in the extensive hotel modernization and upgrading including creating state of the art wellness and conference facilities focused
mainly in the coastal zone. Further commitments from the private sector exceed €500 million and include not only coastal resorts, mountain
resorts, wellness facilities and spas, additional shopping, restaurant and entertainment facilities, but also a major marina with 800 births in
Kotor Bay, 125 of which shall be designated for mega yachts. When a government has a major interest to ensure the growth of tourism, the
investor can be put at ease knowing that his investment is backed not only by the developer and the area, but also by the government who
are working and will continue to work to ensure that the highest occupancy rates are achieved for the benefit of the country, the people, and

Attractions
Attractions and activities in Montenegro include something everyone. The beaches boast all kinds of water sports from swimming, diving,

The Bay of KotorIt is along the Bay of Kotor, or Bota Kotorska that the projects created by Pluto Developments are being developed. A place of stunning natural
beauty and the southern-most Fjord in Europe, the Bay of Kotor is a butterfly-shaped expanse of water surrounded by breathtaking mountain

form an impressive backdrop to Kotor’s annual Venetian carnival.
At the entrance of the Bay lies the verdant town of Herceg Novi, surrounded by ancient walls and home to two 600 year-old fortresses. Known
to be the sunniest town in Montenegro with over 200 days of sunshine each year, Herceg Novi also boasts a 7 km promenade lined with shops,
restaurants and cafes. After a full day of shopping and site seeing in the old town, one can relax in a natural mineral spring located in one of

Across the Bay lies the unspoilt peninsula of Lustica. Once home to pirates and smugglers, today Lustica is a large swath of pristine
